If you’re aiming to enroll in a college or undergraduate program, you’ll now need to include this PAL from a province or territory along with your study permit application. This document is a key piece of the puzzle, and without it, your application could face rejection by the Immigration, Refugees, and Citizenship Canada (IRCC)—unless, of course, you fall into the exemption categories.

Who needs to hustle for a PAL?

1. Most post-secondary study permit applicants
2. Those applying to non-degree granting graduate programs, such as certificate programs and graduate diplomas
3. Anyone else not listed in the exemption categories provided below:

Exemptions:

• Primary and secondary school students
• Master’s or doctoral degree students
• Visiting or exchange students
• In-Canada study permit and work permit holders (including those applying for an extension)
• In-Canada family members of study permit or work permit holders
• Students whose applications were submitted before the January 22, 8:30 a.m. ET deadline
